On March 31, 2026, at 2:00 PM, the 9th meeting of the 18th Staff Representative Assembly of Liefelt was solemnly convened. The meeting was chaired by the rotating chairman, and 158 partners with five-year commitments participated, with 80 representatives in attendance.
In accordance with the Group's system of holding two meetings annually, and based on the core keyword "High-Level Success" for 2026, the meeting focused on the core framework of 1.752 billion RMB, fully leveraging everyone's sense of ownership and initiative, pooling collective wisdom to solve collective problems, breaking down information barriers, enhancing the responsibility and accountability of department leaders, and fulfilling the rights and obligations of five-year partners. The meeting also accelerated the construction of organizational transparency, standardization, pragmatism, and legality, providing in-depth analysis of management, examining the execution results of the operational level, and laying the foundation for a century-long enterprise built together by the partners.


The Chairman of the Trade Union Committee reported to the Eighth Session of the 17th Workers' Congress: The Congress collected 231 issues and proposals, which were categorized into 9 major areas and 62 sub-items for rectification, including production management, quality procurement, sales and after-sales service, human resources, processes and systems, information technology, logistics and administration, and strategic planning. The main issues focused on misalignment between market and logistics, overdue quality problems, talent recruitment issues, and strategic issues. The Committee also continued to promote the implementation of employee care and other related work.
Secretary Wang Jianguang of the Party Branch presented a report on Party building work: He clarified the general direction of adhering to the positioning of Party building work and strengthening political guidance; in specific work, the Party branch standardized the development of Party members, identifying three comrades as active applicants for Party membership and completing the acceptance and transfer of two new Party members, strictly implementing basic systems; improving performance and service, integrating Party building with business operations, giving full play to the role of Party members, and cooperating with supervision and assessment; and proposing improvements based on the Party branch's list of responsibilities and rights, deepening integration, innovating methods, and strengthening management to provide organizational guarantees for the company's high-quality development.

Rotating Chairman's Report
Results of the Adjustment of Proposals from the 17th Session of the 8th Meeting: Regarding the matters involved in the meeting proposals, the company has fully initiated the adjustment and implementation work. However, during the process, deviations in execution occurred, and issues of initiative and responsibility in the accountability loop were exposed. Therefore, after research, the company has decided: "To issue official disciplinary documents to relevant management personnel and five-year partners, and to announce remedial measures."
Based on the principle that seizing problems is seizing wealth, and solving problems is the ability to acquire wealth, if you can solve problems that others cannot solve, you can acquire wealth that others cannot acquire. The five-year partners promise to uphold the dignity of "Chen"! They will deeply reflect on ideological issues, completely reverse their complacency; proactively engage in rectification work, and fully promote the implementation of proposals; strictly adhere to rectification commitments and accept supervision from all employees; and always uphold their original partner aspirations, resonating with the company.

2026 Policy Directive: Based on the theme of "Soaring to the Heavens," and guided by a target of 1.752 billion RMB for the year, focusing on the core principles of "improving quality and efficiency, taking responsibility, and sharing governance," all partners must completely eliminate formalism and a bystander mentality, confronting problems in production and operation with a sense of ownership, and implementing a management mechanism that is clear on rewards and punishments and dynamically optimized.
Looking back at the principles of leadership, Han Xin, when appointed Grand General, upheld the principles of "not harboring a death wish in times of crisis, not looking down on others because of high status, not using one's unique talents to scheme against the masses, and not being greedy for glory because of the soldiers' bravery." These principles are a profound reflection for every partner today. We should use this as a mirror, actively participate, solve problems, create value, jointly defend the dignity of the organization, and propel the company towards substantial and leapfrog development.
Guidance for Achieving Doubling Performance: To effectively execute the target of 1.752 billion, management needs to establish two mechanisms: the first is a workload-based reward and punishment mechanism to ensure the target is broken down and effectively implemented; the second is a problem-solving and reward/punishment mechanism to quickly resolve bugs encountered during execution. Managers must effectively utilize management funds and performance tools to shift from "managing tasks" to "managing people and driving progress," using clear rewards and punishments to motivate the team, focusing on in-depth cultivation of major clients and understanding their needs. Simultaneously, managers need to cultivate systematic thinking and coordination abilities to prepare for assuming greater responsibilities.
This employee representative meeting successfully completed the re-election of the Trade Union Committee and the Party Branch. Comrade Yan Daokun was elected as the Chairman of the Second Trade Union Committee, and Comrade Yu Changjuan was elected as the Secretary of the Second Party Branch. The new leadership team will play a key role in promoting development, protecting rights and interests, strengthening supervision, and uniting the team, leading all partners to strive towards the common goal of 2026.
